With reference to my letter No.172968/10F or 24th January, on the subject of the difficulties at Macao, I am directed by Earl Curzon of Kedleston to transmit, herewith, for the information of Viscount Milner copy of a short memorandum of the situation, communicated by the Portuguese Chargé d'Affaires on the 25th instant. Senhor Bianchi states that he has telegraphed to his Government emphasising the necessity of avoiding all possible causes of friction, which advice is, he believes. in accordance with the views they already hold.
